Special Voucher Programs

HACY administers several special-purpose housing voucher programs funded by the U.S. Department of Housing and Urban Development (HUD). Each program serves a specific population in partnership with other agencies. If you think you may qualify for one of these programs, contact the appropriate partner agency listed below. Referrals come through those partners, not directly through HACY.

 

Family Unification Program (FUP)

The Family Unification Program (FUP) provides Housing Choice Vouchers to two groups in partnership with Child Protective Services (CPS):

  • Families whose children are in the foster care system or are at risk of imminent foster placement because of inadequate housing conditions.
  • Youth aged 18 to 21 who have aged out of the foster care system, lack adequate housing, and are actively participating in CPS youth programs.

Individuals who may qualify must contact their CPS caseworker first. CPS verifies eligibility and then refers the family or young adult to HACY, where they are placed on the waiting list and evaluated under Section 8 policy.

How To Qualify for FUP

Contact your CPS caseworker. CPS determines eligibility and submits the referral to HACY on your behalf.

Veterans Affairs Supportive Housing (HUD-VASH)

The Veterans Affairs Supportive Housing program (HUD-VASH) provides Housing Choice Vouchers to homeless veterans and their families. The program is operated in partnership with the U.S. Department of Veterans Affairs (VA). To receive a HUD-VASH voucher, veterans must:

  • Be verified as eligible through the VA.
  • Participate in case management and clinical services provided by the VA.

Veterans who may qualify must contact the VA directly. Once the VA verifies eligibility, they refer the individual to HACY for evaluation under Section 8 policy.

Emergency Housing Voucher (EHV)

Not Accepting New Referrals: As of October 2023, HACY is not accepting new referrals for the Emergency Housing Voucher program due to HUD funding limitations.

The Emergency Housing Voucher (EHV) program was funded through the American Rescue Plan Act (ARPA). HUD awarded HACY 21 housing choice vouchers to assist individuals and families who are:

  • Homeless.
  • At risk of homelessness.
  • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking.
  • Recently homeless or facing a high risk of housing instability.

Direct referrals for EHVs may only come through the Yuma County CoC's Coordinated Entry (CE) System.

Tenant-Based Rental Assistance (TBRA)

Waiting List Closed: The TBRA waiting list closed as of January 2024. Check back or contact us for updates on future availability.

The Tenant-Based Rental Assistance (TBRA) program provides targeted assistance to low-income households at or below 60% of Area Median Income (AMI). Benefits include rent assistance, security deposit assistance, and utility assistance for up to approximately 18 months.

HACY administers this program in partnership with the City of Yuma's Department of Community Development, Neighborhood Services Division. Like the Housing Choice Voucher program, TBRA requires:

  • A participant eligibility determination.
  • Unit compliance with Property Standards set by the Yuma County HOME Consortium (YCHC).
  • Rent that does not exceed HUD's Fair Market Rent (FMR).

Eligible households include:

  • Families or individuals who are homeless or at risk of homelessness.
  • Victims of domestic violence, dating violence, sexual assault, and stalking, regardless of sex, gender identity, or sexual orientation. VAWA requirements apply to all HOME-assisted programs.

How Special Vouchers Work

All special voucher programs follow the same basic path:

Step 1: Partner Agency Verification

The relevant partner (VA, CPS, or CoC) confirms your eligibility and submits a referral to HACY.

Step 2: HACY Evaluation

HACY places referred individuals on the waiting list and evaluates them under Section 8 policy.

Step 3: Voucher Issued

Once approved, a voucher is issued and you can begin searching for a qualifying rental unit.
