HACY applies to HUD to convert a property under RAD. HUD reviews the application and, upon approval, issues a Commitment to Enter into a Housing Assistance Payments (CHAP) contract.
The Rental Assistance Demonstration (RAD) program allows HACY to fund major renovations across its public housing properties while keeping homes affordable and current residents in place.
RAD is a HUD-initiated program designed to address the significant underfunded capital needs of public housing communities across the country. HACY is a participating housing authority, using RAD to raise substantial private financing for the rehabilitation and renovation of its aging properties in Yuma.

The RAD program works by converting public housing subsidies into long-term Section 8 Project-Based contracts. These contracts are permanently attached to the individual properties, not to tenants. That structure allows HACY to use the contracts as collateral against private debt sources, raising the funds needed for significant rehabilitation or renovation work.
Many of HACY's public housing units have been in long disrepair. Traditional public housing funding does not allow access to private capital markets. RAD changes that. With a Section 8 Project-Based contract in place, HACY can pursue private financing options that were previously unavailable, keeping properties viable and, most importantly, affordable.
Residents living in RAD-converted units keep their homes and their existing lease protections. The switch to Section 8 Project-Based status does not require residents to move, and it does not change the amount they pay toward rent. Residents continue to pay approximately 30% of their income toward housing costs, the same as under traditional public housing.
The practical benefit is significant: residents get upgraded, renovated homes without losing affordability or stability. RAD is designed to improve quality of life, not displace the people already living in these communities.
RAD gives HACY the financial tools to revitalize and, where needed, redevelop 235 aging public housing units across Yuma. Without RAD, many of these properties would continue to deteriorate with limited options for improvement.
The RAD conversion process replaces a property's public housing operating subsidy with a long-term Housing Assistance Payment (HAP) contract, also known as a Section 8 Project-Based contract. Here is a summary of the key steps:

Before conversion, HACY is required to hold resident meetings and notify all affected residents of the planned changes, their rights under RAD, and what to expect during any renovation work.
With private financing secured against the new Section 8 contract, HACY undertakes renovation or rehabilitation work at the property. Residents are temporarily relocated only when required by the scope of work, and have the right to return to their unit when work is complete.
After conversion, the property operates under a long-term Section 8 Project-Based HAP contract. HACY continues to manage and maintain the property. Residents continue in their units with the same affordability protections.
