The Housing Authority of the City of Yuma (HACY) partners with private property owners to provide safe, affordable housing to families holding a Housing Choice Voucher (Section 8). Renting to a voucher holder brings guaranteed monthly payments, a steady tenant pool, and support from our team throughout the tenancy.

 

Why Become A HACY Partner Landlord?

Property owners who rent to families in the Section 8 program receive a direct subsidy payment from HACY each month, on time, for as long as the family remains in the unit and the unit stays in compliance with Housing Quality Standards. Here is what participation offers:

  • Guaranteed, on-time monthly subsidy payments directly from HACY
  • Protection against financial loss if a tenant suffers unexpected hardship. When a tenant's income drops, the subsidy payment adjusts to compensate

How To Rent To A Voucher Holder: Step-By-Step

If a family with a Housing Choice Voucher wants to rent your unit, follow the steps below. All units must pass a Housing Quality Standards (HQS) inspection before the subsidy can begin.

 

Step 1: Screen The Tenant

HACY reviews applicants for program eligibility and runs a criminal background check on all adults as part of the qualification process. However, as in the private market, you are responsible for screening prospective tenants for suitability. This includes credit, rental history, references, and any other lawful criteria. Tenant selection is subject to Fair Housing requirements and the prohibition of discrimination under federal and state law.

Step 2: Complete The Request For Tenancy Approval (RTA)

If you decide to rent to the family, complete the Request for Tenancy Approval (RTA) forms and submit them to HACY. Once HACY receives a complete RTA and the family has provided updated income information to their housing specialist, the initial inspection is typically scheduled within 15 business days.

Step 3: Pass The HQS Inspection

HACY will contact you to resolve any rent discrepancies and schedule an inspection of the unit. A HACY inspector will assess the unit against Housing Quality Standards (HQS). If deficiencies are found, you will be given time to make repairs before the subsidy begins. The unit must pass inspection before any assistance payment can be made.

Step 4: Submit Ownership Documentation

HACY requires each owner to certify legal responsibility for the property. You will need to provide a property ownership form, bank account information for direct deposit payments, and a completed W-9 form (unless HACY already has one on file for you).

 

Step 5: Sign The HAP Contract

HACY will ask you to sign a Housing Assistance Payments (HAP) Contract with the Housing Authority. This contract guarantees the subsidy payment and other program benefits for as long as the family remains in the unit and the unit stays in compliance with Housing Quality Standards.

Step 6: Receive Direct Deposit Payments

Once all documentation is complete and the unit passes inspection, HACY begins issuing the Housing Assistance Payment directly to you each month via direct deposit. Payments cover HACY's portion of the rent for as long as the family remains in good standing and the unit remains compliant.

 

Family Relationship Restriction

Federal law does not allow HACY to approve a unit for rental when the owner is the parent, child, grandparent, grandchild, sister, brother, or extended family member of the Voucher holder or of any member of the Voucher holder's family.

Request For Tenancy Approval (RTA)

Completed by the landlord and tenant together. Submitted to HACY to begin the inspection scheduling process. Contact our office for the current form.

W-9 Form

Required for IRS reporting on Housing Assistance Payments. Must be on file with HACY before direct deposit payments can begin. Contact our office if you are unsure whether HACY already has your W-9 on file.

The Landlord Portal (RentCafe)
