Mesa Heights Apartments is a 58-unit affordable housing community managed by the Housing Authority of the City of Yuma, located at 2150 S. Arizona Avenue. The complex includes an on-site Community Resource Center to support residents with additional services and programming.

Mesa Heights participates in the Low Income Housing Tax Credit (LIHTC) Program, an affordable housing program for individuals and families on fixed or lower incomes. The Program was created by Congress in 1986 as part of the Tax Reform Act and is administered by the Internal Revenue Service.

Mesa Heights is home to an on-site Community Resource Center, providing residents with access to supportive services and programming designed to strengthen the well-being of individuals and families in our community. The Resource Center reflects HACY's commitment to more than just housing.

About The LIHTC Program

The benefit to residents living in LIHTC housing is a newly constructed or substantially rehabbed apartment home with rents lower than the market rate. Rents are set at 30% of the area median income as published by HUD, often resulting in rents substantially lower than comparable apartments in the area. Each year the rents are reviewed to confirm they remain at 30% of the area median income.

Owners are offered a reduction in their tax liability in exchange for offering quality housing at these fixed rents. To receive this reduction, owners must certify that residents are qualified under the Program requirements and are paying the correct amount of rent.

You may be aware that living in a tax credit community brings some additional responsibilities beyond those at other communities. Your responsibilities and ours are spelled out in the lease and house rules.

 

Determining Your Eligibility

To find out if you are eligible for the Low Income Housing Tax Credit Program, management must determine that you meet the following criteria:

  • Are income eligible
  • Meet the other Program requirements
  • Meet the Resident Selection Criteria

If management determines that you meet all Program Requirements and the Resident Selection Criteria, you will be qualified for a Low Income Housing Tax Credit apartment.

 

Income Eligibility

To be income eligible, your Total Household Income, including income from your assets, must be less than or equal to the pre-set income limit for the area. Management will conduct the following to make this determination:

  • An interview with you and all adult members of your household to identify all income and asset sources.
  • Verification of all income and assets through the appropriate source. You will need to provide names and addresses of all sources to help expedite this process.
  • Calculation of your Total Household Income using information provided by your income and asset sources.

If your Total Household Income is less than or equal to the pre-set area income limit, your household is income eligible.

Other Program Requirements

Some apartment complexes or individual apartments may be designated for certain population groups such as older adults, individuals with disabilities, or persons determined to be homeless. The Other Program Requirements are often specific to the apartment complex and even the individual apartment you are applying for. Talk with our management staff to learn about any specific requirements at Mesa Heights.

All families must complete an online application. Once your application is submitted, your name will be placed on a list regulated by HUD.

Application Instructions

  1. Complete the online application using the link above.
  2. Once we receive your application, it will be reviewed and approved. A confirmation will be sent by email and a letter will be mailed to the address listed on your application.
  3. Review your confirmation to make sure all your information is correct. If you do not receive your confirmation within 20 business days, call our office at (928) 782-3823 ext. 110.

 

Keep your application current. Update your application any time there is a change in your mailing address, phone number, or family composition. Many families are removed from the waiting list due to undeliverable mailed correspondence.
