Section 8 "portability" allows a Housing Choice Voucher (HCV) family to move its rental assistance from one housing authority's jurisdiction to another. If you hold a voucher and want to move to a different city or state, portability may make that possible.

Only participants in the Housing Choice Voucher (HCV) Program are eligible for portability. Project Based Voucher (PBV) Program participants are not eligible for portability.

Porting Out of Yuma

To transfer your assistance out of HACY's jurisdiction, you must meet one of the following eligibility requirements:

  • Your family had legal residence within HACY's jurisdiction at the time you placed your name on the Section 8 waiting list; OR
  • Your household has been receiving housing assistance from HACY for at least one year.

Porting Into Yuma

HACY is currently billing all portables. If you wish to port your voucher into our jurisdiction, you must first notify your current Housing Authority. Follow the five steps below to make your transition as smooth as possible.

We recommend contacting our office early in the process so we can answer any questions before your port packet arrives.

 

Step-By-Step: Porting Into Yuma

Step 1: Send Your Port Packet

Your current Housing Authority must mail your portability packet to HACY before we can assist you. If we do not receive your port packet, you will need to apply and your application will be placed on our waiting list.

We recommend your current Housing Authority both fax and mail your port packet to make sure it is received. Send all port packets to:

Step 2: Complete an Application

When you come to our office, you will need to complete an application. Notify the receptionist at that time that you are porting in.

If we have already received your port packet, we will schedule a portable interview to issue a voucher and determine the assistance amount you qualify for in our jurisdiction.

 

Step 3: Locate a Unit

You must find a rental unit within the time allotted by your Housing Authority. Check your voucher for the expiration date. If your voucher expires, it is up to the receiving Housing Authority (HACY) to issue an extension.

Once you have found a suitable unit, you must have your Request for Tenancy Approval form completed.

Step 4: Inspection

Once you return your Request for Tenancy Approval to our office, we will schedule an inspection within 10 business days of the date your unit is available for inspection.

  • You are responsible for connecting all utilities before the inspection.
  • Assistance begins once the inspection passes and your voucher activates.
  • You are responsible for all deposits and fees required by the landlord.

 

Step 5: Move In

Once the inspection passes, you may move into your unit. HACY will complete all Housing Assistance Payment contracts. The only contract the tenant is responsible for is the Lease. All initial lease contracts must be for a term of one year.
