Owning a home is one of the most powerful steps a family can take toward lasting stability. HACY's Homeownership Programs help Family Self-Sufficiency participants turn that goal into reality through matched savings, education, and hands-on coordinator support.
Family Self-Sufficiency (FSS) participants who want to purchase a home work with their coordinator to add homeownership goals to their Individual Training and Service Plan (ITSP). The plan outlines both short-term and long-term steps to build readiness, from credit repair and savings to mortgage pre-qualification and home search.
HACY coordinates homebuyer education workshops and connects participants with community partners including WACOG and other local nonprofit and governmental agencies that offer low-income homeownership counseling and additional down payment assistance.
Clients who purchase a home through the FSS program typically finance less than 70% of the total cost of the home, because their FSS escrow funds are combined with assistance from multiple partner agencies. That means a lower mortgage, smaller monthly payments, and a stronger start.
In both 2008 and 2013, the Housing Authority of the City of Yuma received the HUD Phoenix Field Office's Most Valuable Partner (MVP) Award for supporting HUD's initiative of Increasing Homeownership Opportunities.
The WISH Program provides matched down payment assistance to eligible FSS participants preparing to purchase a home.
The IDEA Program is a companion matched-savings initiative that supports FSS participants building toward homeownership alongside the WISH Program.
HACY's homeownership pathway is structured to build your readiness at every stage. Your FSS coordinator will guide you through each step.
HACY provides ongoing homeownership preparation sessions covering topics such as budgeting, understanding credit, the mortgage process, and what to expect at closing. Participants are also referred to WACOG and local nonprofit agencies for additional education and one-on-one housing counseling. Completing a HUD-approved homebuyer education course is required to access WISH and IDEA program funds.

HACY's FSS Homeownership Coordinator provides ongoing assessment and guidance for participants at every stage of the journey. The coordinator also works to develop program enhancements and identify new partnerships that help more families transition into homeownership. Real estate services are available for FSS clients who are ready to begin their home search.
